ഗൾഫ് ഇനി ഒരിക്കലും പഴയതുപോലെയാകില്ല. യുദ്ധം തകർത്ത മേഖല വീണ്ടെടുക്കാൻ വലിയ തോതിലുള്ള മനുഷ്യശേഷി ആവശ്യമായി വരും. അത് വിദഗ്ധ തൊഴിലാളികൾക്കും സാങ്കേതിക വിദഗ്ധർക്കും വലിയൊരു അവസരമാണ് തുറന്നു തരിക. നാട്ടിലുള്ള ബന്ധുക്കൾ മടങ്ങിയെത്തുന്നവരെ ഇരുകൈകളും നീട്ടി സ്വാഗതം ചെയ്യുകയും വിദേശത്ത് അവർ നേടിയ കഴിവുകൾ ഉപയോഗപ്പെടുത്താവുന്ന സംരംഭങ്ങൾ തുടങ്ങുകയും വേണം. ഇതിന് നമ്മുടെ മനോഭാവത്തിൽ മാറ്റം വരുത്തേണ്ടതുണ്ട്. റെമിറ്റൻസിലല്ല, മറിച്ച് മനുഷ്യ മൂലധനത്തിലാണ് നാം ശ്രദ്ധയൂന്നേണ്ടത്. രാഷ്ട്രീയ നേതൃത്വം അവസരത്തിനൊത്ത് ഉയരണം. മടങ്ങിയെത്തുന്നവരെയും പെൻഷൻകാരെയും സഹായിക്കുന്ന നയങ്ങൾ തയ്യാറാക്കണം. നമ്മുടെ കുട്ടികളെ പുതിയ അനിശ്ചിതത്വങ്ങളുടെ ലോകത്തേക്ക് തള്ളിവിടുന്നത് നിർത്തേണ്ട സമയമായിരിക്കുന്നു. കേരളം ഒരു വഴിത്തിരിവിലാണ്, ജനസംഖ്യയുടെ നാലിലൊന്ന് വരും പ്രായമായവർ. രണ്ടായിരത്തി നാല്പത്തൊന്നോടെ നമ്മുടെ ജനസംഘ്യാ വർദ്ധനവ് നെഗറ്റീവാകും. മറ്റു സംസ്ഥാനങ്ങൾക്ക് ലഭിക്കുന്ന ഡിമോഗ്രാഫിക് ഡിവിഡണ്ടിന്റെ ആനുകൂല്യം കേരളത്തിന് ഉണ്ടാവില്ല. കുടിയേറ്റക്കാരുടെ തിരിച്ചു വരവും അനാരോഗ്യകരമായ ജനസംഘ്യാ വളർച്ചയുടെ തോതും കേരളത്തിനു സൃഷ്ടിക്കാൻ പോകുന്ന പുതിയ വെല്ലുവിളികളെ അപഗ്രധിക്കുകയാണ് അന്താരാഷ്ട്രതലത്തിൽ കുടിയേറ്റത്തെയും ജനസംഖ്യാശാസ്‌ത്രത്തെയും പഠനവിധേയമാക്കുന്ന ഡോ ഇരുദയ രാജൻ.

We should bet on the human capital rather than the remittances. Kerala is at the crossroads, with its aged population soon to account for a quarter of the population. The political class should seize the opportunity. They should draft policies that would help both returnees and pensioners. Dr Irudaya Rajan, the irrepressible researcher on migration and demography, who is the founder chair of the International Institute of Migration and Development (IIMAD), says Kerala would surpass its depopulation threshold in 2041 if different communities accepted that demography is destiny.
